Salary: Annually: $51,369.00 - $59,074.35

We are seeking an Application Programmer with experience in application programming and development. Preference will be given to those with Oracle Database Development and public sector experience. Under direction, performs technical work of considerable difficulty in systems and application design, development, testing, documentation and implementation. This position is distinguished from a Programmer Analyst I in that incumbents have more advanced technical expertise and are expected to provide leadership in team projects and enterprise technology programs.

Typical duties:

• Consults with customers to refine functional requirements and translates functional requirements into technical specifications
• Translates technical specifications into programming specifications from which complex programs will be written
• Writes efficient and reusable code according to specifications
• Designs, modifies and implements databases
• Assists in the administration of Enterprise level databases
• Manages large technical projects
• Provides regular updates of development and maintenance activity
• Develops project plans for application software implementation and project activities including time estimates and deliverables
• Researches and fact finds to determine solutions to complex problems
• Supports interfaces to diverse custom developed or vendor-supplied applications
• Mentors lower level programmer/ analysts by taking a leadership role in team work assignments
• Other duties as assigned

Essential functions include: sitting; standing; walking; working with and around others; working alone on projects; interruptions; repetitive motion using keyboard; vision acuity (near/far) to use keyboard and monitor; color vision to work with color computer monitors; hearing and speech for ordinary conversation; finger dexterity to use keyboard.

Minimum qualifications:

Bachelor's degree in computer science or computer information systems or related field and four years of work experience in programming and systems analysis OR; any equivalent combination of education, training, and experience that demonstrates the ability to perform the duties of the position.

This position is exempt from overtime.

Preferences: Strong knowledge in Program Languages and Relational Databases. Preference will also be given to those with law enforcement experience.

Note: The pay range listed is the starting range, depending on experience. The entire salary range is $51,369-$75,543.

Knowledge, skills and abilities:

• Thorough knowledge of:
- System Development Life Cycle
- Object oriented analysis, design and programming
- Database and file management techniques
- Web development using ASP.Net and /or equivalent tools / languages
- Windows application design and development
- Local and Wide Area Network (LAN/WAN) principles and administration
- Script writing

• Considerable knowledge of:
- Current programming languages
- Programming languages and tools including an integrated development environment

• Ability to:
- Analyze, interpret and resolve complex technical problems
- Ensure the rigorous application of policies and standards for development, security , documentation and change management
- Provide leadership and motivation to team members
- Prepare and deliver technical presentations and training to a diverse audience
- Plan and manage time effectively
- Establish and maintain a effective working relationships with end users
- Follow complex verbal and written instructions and communicate effectively verbally and in writing
- Perform needs analysis to define opportunities for new or improved business process solutions
- Define systems scope and objectives
- Develop project plans, resource requirements and implementation time line estimates
- Document functional and systems requirements
- Evaluate and select appropriate software tools for development
- Design user interfaces
- Work safely and promote a culture of workplace safety
