Under limited supervision performs work of moderate to considerable difficulty in collecting property appraisal information; performs related work as assigned.
Typical duties:
APPRAISER I
• Coordinates and performs field inspections in assigned areas
• Performs simple to complex residential appraisals, including the measuring and listing of building components, drawing and calculating of various components in a mass appraisal environment
• Interprets field notes, accurately draws and calculates fieldwork, and completes official property records for respective areas
• Works with various computer programs and maintains databases
• Analyses and interprets the factors affecting property values
• Processes applications for Agricultural status, Senior Value Protection Option and Personal/Organizational Exemptions and Tax Clearances for manufactured homes
• Reviews and verifies Recorded Sales Affidavits
• Processes Land Split/Combination requests and new subdivision
• Processes Business Personal Property Statements
• May perform plan review on more complex properties
• Interacts with state agencies
• Maintains property records
• Works with various computer programs and maintains databases
• Interacts with state agencies
• Performs Personal Property Audits and tax roll corrections
• May respond to petitions for field review
• Interacts with the public by providing information on valuation issues or referrals to other departments or agencies as needed, resolving complaints
• Assists in training Apprentice Appraisers
• Performs routine maintenance of Assessor fleet vehicles
• Performs related duties as assigned
Essential functions of this position include: driving; hearing and speech to communicate with others; finger dexterity for measuring, writing, filing, drawing, and general office duties.
Minimum qualifications:
APPRAISER I
One year experience in property appraisal as applied to the assessment field; OR, any combination of education, training and experience which demonstrates the ability to perform the duties of the position.
ADDITONAL REQUIREMENTS:
Must possess Level 1 certification from the Arizona Department of Revenue. Must obtain an Arizona driver's license by date of hire and maintain it throughout employment.
This position is non-exempt from overtime.
Preferences: Experience with Word, Excel, and APEX or similar sketch software to draw footprints and Document Management Systems.
Ideal Candidate: Will be a certified level 1 Appraiser by the Arizona Department of Revenue and possess excellent math, computer, customer service and communications skills (both verbal and written); possess a good driving record and be able to work in inclement weather; be able to work out of town for up to a week at a time; have experience processing appeals, participating in hearings with taxpayers and the Board of Supervisors; able to grasp and apply new technology.
Note: Must successfully complete and pass Level II Certification with the DOR within 1 year of hire.
Knowledge, skills and abilities:
• Working knowledge of:
- Principles, practices of fundamental to intermediate level property assessment techniques
- Statutes and rules affecting property assessment
- Multiple specialized computer applications
- Cadastral mapping terminology
- Interpret legal descriptions
- Using mapping technologies such as GIS systems
• Ability to:
- Analyze and interpret the factors affecting residential/personal property and vacant land values
- Prepare reports and present facts clearly, orally and in writing
- Make accurate mathematical computations
- Make public presentations
- Prepare accurate sketches and diagrams of assessed property
- Ability to work out of doors in varying weather conditions or other potentially hazardous conditions
- Work safely and support the culture of workplace safety
- Establish and maintain effective working relationships with employees, other agencies and the public
- Follow written and verbal instructions
- Communicate effectively verbally and in writing
